Police Department commissioner. But senators seemed to have consensus that the fraud did not factor into their decision to place him at the head of VITEMA. After Lewis was confirmed as Police Commissioner in 2003, a Daily News investigation found that Lewis had fraudulently claimed to have a bachelor’s degree that, The Daily News reported, was from a diploma mill. At the time, Police union leaders accused Lewis of using the fake degree to obtain extra money from the Police Department’s Career Incentive Program, which rewards employees who earn college degrees or credits.
